Two former employees of Serbia’s Security Information Agency (BIA) have filed a criminal complaint naming agency director Vladimir Orlić and senior officials. The complaint raises suspicions of abuse of office and unlawful surveillance of students and other citizens, public broadcaster RTS reported on 3 November 2026.
What the complaint alleges
The complainants are Milan Zvezdanović, a former BIA official and university professor, and Mila Stojanović, also a former agency employee. According to the allegations described by RTS, the complaint covers the period from November 2024 to July 2026 and concerns allegedly unfounded requests for special investigative surveillance measures targeting several dozen people.
Filing a criminal complaint does not establish that a crime was committed, that prosecutors have filed charges, or that a court has found anyone guilty. Those named are entitled to respond and defend themselves. The evidence and any legal responsibility must be assessed by the competent authorities.
The case forms part of a wider debate about oversight of Serbia’s security services. It is nevertheless procedurally separate from Radar magazine’s claims concerning surveillance of journalists (article in Serbian).
