On 4 November 2026, EXPO 2027 d.o.o. Beograd said its purchases complied with Serbian regulations and special rules governing the international exhibition. The statement responded to criticism from the watchdog Transparentnost Srbija (Transparency Serbia) about competition in procurement.
Why the figures differ
According to EXPO 2027, it has conducted 152 procurement procedures since 2024 and received 293 bids, an average of 1.93 per procedure. The company says the average rose from 1.53 in 2024 to 2.17 in 2026, arguing that some specialised works and services attract relatively few qualified bidders.
Transparency Serbia applies a different counting method to procurement by the special companies involved in the exhibition, with an estimated total value of about €550 million. It reported an average of 1.64 submitted bids and 1.16 admissible bids per procedure. The two sets of figures may differ in both coverage and method, so a direct comparison requires examination of the underlying records.
Disagreement over statistics and legal interpretations does not by itself establish whether any particular procurement procedure was lawful or unlawful. Assessing an individual contract requires reviewing the tender documentation, applicable rules and available evidence.
