Serbia: who may qualify for energy-bill relief as a vulnerable consumer

Eligible Serbian households may receive energy-bill relief under the vulnerable-customer scheme, but the amount and application process depend on individual circumstances.

Households in Serbia that meet the requirements for the status of an energy-vulnerable customer may qualify for lower energy costs. In an interview with Radio Television of Vojvodina (RTV) published on 2 November 2026, Consumer Association of Serbia representative Jovanka Nikolić explained how people can check access to relief during the heating season.

Eligibility and applications

Eligibility depends on household income, family size, property circumstances and the applicable administrative requirements. According to the interviewee, some groups of pensioners may be entered into the system automatically. Other residents, or those who cannot find their details in the system, should ask the competent local office about submitting an application.

The interview discussed electricity-bill reductions of up to 60%. This is not a blanket discount for every household, every bill or every heating method. Gas and district-heating support are governed by different arrangements, and the actual level of relief depends on a household’s status and the rules in force.

Residents should confirm current income thresholds, required documents and application procedures with their local authorities or energy supplier. They should be cautious of intermediaries who promise guaranteed or automatic approval in exchange for payment.
