01Start a company
Company incorporation is handled by the Serbian Business Registers Agency (APR/SBRA). Since 17 May 2023, incorporation of companies such as LLCs is submitted electronically. APR also operates a one-stop registration system that connects registration data with the statistical and tax systems.
Choose legal form; verify activity code; prepare founders and representative data; plan accounting, banking and tax setup; check residence/work rules separately for foreign founders.
02Foreign founders
Foreign nationals can participate in Serbian companies, but immigration status, right to work, banking, beneficial-owner obligations and document legalization are separate questions. A company alone should never be presented as an automatic residence permit.
Use Welcome to Serbia for residence/work routes and APR for company registration.
03Operating a business
After registration, ongoing obligations can include accounting, taxes, payroll, beneficial ownership, electronic invoicing and sector-specific licences. Requirements depend on the activity and legal form.
Use APR, Tax Administration, eUprava and the National Bank of Serbia as primary reference points.
